Between 2021 and 2025, Robert Cary Turner and select members of our team have been formally retained as expert consultants and witnesses in matters involving workmanship disputes, insurance claim coordination, and post-loss reconstruction. Since 1975, Turner Painting Service, Inc. and Robert Turner Builders, LLC have built a reputation for integrity, craftsmanship, and technical precision throughout Connecticut and New York. Drawing on more than five decades of active field and management experience, the firms provide forensic evaluations, documentation, and expert consultation for architects, builders, insurers, and legal professionals.
Turner’s consulting work is rooted in real-world construction practice and guided by recognized industry standards, including those of the American Institute of Architects (AIA), Gypsum Association (GA), and the Painting & Decorating Contractors of America (PDCA). Services include the analysis and correction of workmanship deficiencies, written expert reports, photographic documentation, and on-site evaluations.
In 2024, the Turner companies were independently retained to evaluate the condition of a single-family residence built by a developer that had entered into a legal dispute with the home’s purchaser. Acting as an independent third-party consultant, Turner performed site visits, documented existing conditions, and provided an objective analysis of construction quality and compliance with applicable building standards and codes.
Prior to that, following defective work performed by another contractor in 2021, Turner Painting Service, Inc. was retained in 2022 to conduct a professional assessment and written expert report addressing the deficiencies, associated damages, and required corrective measures. That analysis, along with the supporting photographic documentation, ultimately formed the basis for Robert Cary Turner’s 2025 expert witness testimony before the Westchester County Supreme Court, where he presented findings grounded in accepted trade standards and field evidence.

Since 1975, Turner Painting Service, Inc. and Robert Turner Builders, LLC have provided clients, insurers, and adjusters with professional documentation, scope evaluation, and technical verification on complex restoration and claim related projects. Our work extends beyond traditional construction, offering the clarity, accuracy, and accountability necessary to move claims toward resolution.
Between 2021 and 2025, the Turner firms managed, documented, and performed a large multi phase insurance claim and restoration project involving both structural and finish restoration work in Fairfield County, Connecticut. This engagement included coordination with insurance representatives, forensic documentation of site conditions, comparative pricing analysis, and the preparation of supplemental requests based on verified labor, materials, and inflationary changes.
Turner also provided third party claim adjustment support, assisting in the preparation and justification of necessary supplements to ensure that all costs accurately reflected real-world construction conditions and code-compliant work.
Throughout the process, Turner acted as both a technical resource and the performing contractor, ensuring that all documentation, scope adjustments, and executed work complied with building codes, safety requirements, and recognized industry standards.
